Job summary

The City seeks a Human Resources Director to plan, organize, and manage the human resources programs of the City. As a key advisor to the City Manager and Deputy City Manager, the HR Director identifies potential threats or opportunities, outlines strategic alternatives, and shapes policies to meet future staffing needs.

Qualifications

• Requires a four-year degree in HR, Public Administration, Business Administration or closely related field.
• Minimum 5 years of progressively responsible HR management experience including labor relations, position classification and compensation, recruitment, policy development and performance management.
• Senior-level HR certification and WA state HR program management experience are highly desirable.

Responsibilities

• Plan, organize, and manage the City's HR programs.
• Serve as chief labor relations negotiator and advise leadership on bargaining, grievances, and arbitration.
• Oversee compensation, benefits, retirement programs, and related pay actions.
• Act as Risk Manager coordinating with City leadership to minimize risk exposure.
• Translate policy needs into practical procedures and ensure regulatory compliance.
