Qualifications

Responsibilities

• Oversee executive HR programs including benefits, training, recruitment, labor relations, and compliance.
• Lead strategic workforce planning with city leadership and policy development.
• Advise leadership on complex employee relations and organizational restructuring.
• Direct HRIS/ATS management, data integrity, and personnel records.
• Ensure lawful labor relations, contract negotiations, and investigations.
