City of Rhinelander is seeking a knowledgeable Human Resources Manager / Benefits Specialist to lead HR and employee benefits programs and to serve as a liaison to payroll operations.

Responsibilities include recruitment, onboarding, benefits administration, labor relations support, leave management, compliance, and employee communications. Collaboration with department leaders and the Finance Department is essential.

Qualifications

• Bachelor's degree in HR, business administration, public administration, or related field.
• 3–5 years of progressively responsible HR experience.
• Experience with benefits administration and payroll preferred.
• Municipal/public-sector experience desirable.
• PHR/SPHR/SHRM certifications highly desirable.

Responsibilities

• Administer HR, benefits, employee relations, and payroll support.
• Recruit, onboard, and coordinate benefits enrollment.
• Ensure compliance with employment laws and policies.
• Provide guidance to supervisors and staff.
• Maintain confidential records and HR documentation.
