Job summary

The City of Rhinelander, Wisconsin seeks a knowledgeable Human Resources Manager / Benefits Specialist to lead HR programs and payroll liaison. This exempt, full-time position oversees recruitment, benefits administration, leave management, compliance, and employee relations, working closely with department leaders and the Finance Department to ensure accurate HR and payroll support.

Responsibilities include onboarding, open enrollment, payroll documentation, FMLA, COBRA, and recordkeeping,

Qualifications

• Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field, or equivalent.
• Minimum of 3-5 years of progressively responsible human resources experience.
• Experience with benefits administration and payroll processes preferred.
• Municipal or public-sector experience preferred.
• PHR, SPHR, SHRM-CP or SHRM-SCP certification highly desirable.
• Strong communication, organizational, and interpersonal skills.
• Ability to maintain confidentiality and manage sensitive information.

Responsibilities

• Manage recruitment, onboarding, and employee orientation.
• Administer employee benefits, retirement programs, and annual open enrollment.
• Coordinate payroll-related employee documentation and deduction changes.
• Administer FMLA, COBRA, workers' compensation, and leave programs.
• Maintain HR, payroll, and electronic personnel records.
• Ensure compliance with employment laws, City policies, and labor agreements.
• Provide employee relations support and HR guidance to supervisors and staff.
• Assist with compensation, training, and workforce planning initiatives.
