Job summary

The City of Rhinelander in Wisconsin is seeking a knowledgeable and collaborative Human Resources Manager / Benefits Specialist to lead the City's HR and employee benefits programs while serving as a key liaison to payroll operations.

This role focuses on recruitment, onboarding, benefits administration, labor relations support, leave management, compliance, and employee communications, collaborating with department leaders, staff, and Finance for accurate HR and payroll services.

Qualifications

• Bachelor's degree in HR, Business Administration, Public Administration, or related field or equivalent.
• 3–5 years of progressively responsible HR experience.
• Experience with benefits administration and payroll processes preferred.
• Municipal/public-sector experience preferred; SHRM/PHR certification desirable.

Responsibilities

• Manage recruitment, onboarding, and employee orientation.
• Administer employee benefits, retirement programs, and annual open enrollment.
• Coordinate payroll-related documentation and deduction changes.
• Administer FMLA, COBRA, workers' compensation, and leave programs.
• Maintain HR, payroll, and electronic personnel records.
• Ensure compliance with employment laws, city policies, and labor agreements.
• Provide employee relations guidance to supervisors and staff.
• Assist with compensation, training, and workforce planning initiatives.
