Job summary

BDO USA, LLP is seeking a Manager, Government Program Procurement to lead procurement strategy and compliance for federally funded programs. Qualifications

• Eight or more years of experience supporting government programs, procurement, and contracts.
• Experience advising on procurement strategy, contract structuring, subcontractor and vendor arrangements, and applicable procurement regulations, including 2 CFR 200.
• Experience assessing compliance, contractual, financial, and operational risks and presenting recommendations to senior leadership and cross-functional stakeholders.
• Five or more years of experience reviewing and interpreting procurement documents, including RFPs, RFQs, and IFBs, and supporting pursuit, capture, or proposal activities.

Responsibilities

• Leads procurement strategy support for pursuit and capture activities across the government services portfolio.
• Partners with General Counsel to identify risk mitigation factors.
• Advises on procurement strategy, contract structure, solicitation requirements, and compliance considerations.
• Supports proposal development, procurement planning, and transition activities through pre-award to post-award stages.
• Executes COI requests and coordinates with project teams and clients for COI needs.
