Job summary

BDO USA is seeking a Manager of Government Program Procurement to lead strategy and compliance for federally funded programs. You will partner with General Counsel, BD, and program leadership to assess requirements and mitigate risks across procurement lifecycle.

The role supports proposal development, subcontractor structuring, and pre- to post-award transition while ensuring alignment with federal, state, and client requirements. Eight+ years of government procurement experience are preferred.

Qualifications

  • Bachelor’s degree required; JD preferred for risk and contracting insight.
  • Experience with government procurement regulations and defense/commercial programs.

Responsibilities

  • Lead procurement strategy and review documents for pursuit activities.
  • Advise on contract structure, compliance, and risk mitigation with GC collaboration.
  • Support pre- to post-award transition and funding restriction adherence.
  • Coordinate COI requests and align vendor/subcontractor arrangements.
  • Contribute to templates and processes to boost efficiency and quality.

JOB DESCRIPTION

The Manager, Government Program Procurement leads procurement strategy support for pursuit and capture activities across the government services portfolio. This role provides subject matter expertise in solicitation review, contract structuring, and procurement compliance for federally funded programs. The position partners with the Office of General Counsel, business development, capture, and program leadership to assess procurement requirements, identify risks, and advise on compliant and effective contracting approaches. This role also supports proposal development, subcontractor structuring, and pre-award to post-award transition planning to promote alignment with federal, state, local, and client requirements.

Job Duties
  • Leads review and interpretation of procurement documents to identify requirements, evaluation criteria, compliance obligations, risks, and operational impacts across pursuit activities
  • Partners with the Office of General Counsel to identify risk mitigation factors if necessary
  • Advises business development, capture, and program leadership on procurement strategy, contract structure, solicitation requirements, and compliance considerations for federally funded programs
  • Partners with the Office of General Counsel and program leadership to support consistent interpretation of procurement and contract requirements and advise on contractual options, vendor and subcontractor structuring, and funding restrictions
  • Supports proposal development, procurement planning, and pre-award to post-award transition activities to ensure alignment with eligibility requirements, cost allowability standards, applicable federal guidance, and client-specific requirements
  • Executes COI (Certificate of Insurance) requests and partners with project teams and external clients for COI needs
  • Contributes to internal tools, templates, and processes that improve consistency, efficiency, and quality across pursuit and procurement activities
  • Other duties as required

Qualifications, Knowledge, Skills and Abilities
  • Bachelor’s degree, required
  • Juris Doctor (JD), preferred
Experience
  • Eight (8) or more years of experience supporting government programs, procurement, and contracts for federally funded programs, required
  • Experience advising on procurement strategy, contract structuring, subcontractor and vendor arrangements, and applicable procurement regulations, including 2 CFR 200, required
  • Experience assessing compliance, contractual, financial, and operational risks and presenting recommendations to senior leadership and cross-functional stakeholders, required
  • Five (5) or more years of experience reviewing and interpreting procurement documents, including RFPs, RFQs, and IFBs, and supporting pursuit, capture, or proposal activities, preferred
License/Certifications
  • Certified Federal Contracts Manager (CFCM), preferred
  • Certified Professional Contracts Manager (CPCM), preferred
  • Active bar admission in at least one U.S. jurisdiction, preferred
