Qualifications

• Bachelor's degree in Business, Supply Chain, Finance, or related field.
• 5+ years in government contracting, bid management, or related business development.
• Familiar with government procurement processes and bid structures.
• Ability to manage full bid lifecycle from opportunities to award.
• Strong analytical skills for fuel pricing, margins, and market dynamics.
• Detail-oriented with complex bid documents and contract requirements.
• Collaborative with supply, logistics, sales, finance, and vendors.

Responsibilities

• Monitor and manage a pipeline of municipal, state, and federal fuel solicitations (COSTARS, GSA, state/local).
• Review bid documentation to extract and interpret commercial, logistical, and compliance requirements.
• Analyze bid specifications across gasoline and diesel products, including delivery methods and tax treatment.
• Collaborate with supply, logistics, and tax and 3rd party vendors to validate feasibility and alignment.
• Develop volume, margin, and pricing scenarios based on market conditions and contract structures.
• Support pricing strategy and bid development, ensuring compliant submissions aligned with targets.
• Coordinate internal approvals, bid execution, and submission; track outcomes and learn from results.
• Lead post-award execution and ongoing support, including onboarding, CRM tracking, and reporting.
