Job summary

HDR is seeking a Federal Proposal Manager to lead win-strategy development, proposal creation, and schedules for government contracts in the United States. The role requires deep knowledge of A/E/C procurement and the ability to guide pursuit teams through persuasive materials and reviews.

The ideal candidate will have at least 5+ years of relevant experience, strong communication skills, and the ability to travel for client engagements and team collaboration.

Qualifications

• Bachelor's or higher degree in a related field.
• 10+ years of relevant Industry A/E/C experience.
• Experience with US Government Federal Programs, preferably DoD.
• Deep knowledge of the A/E/C industry’s standard procurement approach.
• Willingness to travel and engage with others in-person.
• Ability to pass a background check to obtain a DoD CAC.

Responsibilities

• Support pursuit teams in creating and implementing win strategies (capture planning).
• Facilitate pursuit teams to develop persuasive proposal and interview materials.
• Develop and manage proposal schedules and confirm compliance.
• Engage marketing services resources in pursuit teams.
• Lead quality reviews of proposal and interview materials.
• Facilitate debriefs to identify improvements and measure competitiveness.
• Deconstruct and file proposal and presentation material upon submittal.
• Train and mentor employees on business development and marketing best practices.
• Articulate HDR's capabilities and competitive advantages.
