Qualifications

• 5–10 years in federal capture management, business development, or similar growth role.
• Demonstrated success in winning federal opportunities, especially Health IT, civilian, or defense markets.
• Familiarity with federal agencies (HHS, NIH, HRSA, CDC, CMS, FAA, Army, etc.).
• Working knowledge of federal acquisition processes, contract vehicles, GWACs, IDIQs, and GSA Schedules.
• Experience with GovWin, SAM.gov, FPDS, USAspending and similar tools.

Responsibilities

• Develop and execute capture plans from qualification to proposal handoff.
• Establish pursuit strategies, win themes, and customer engagement plans.
• Maintain current assessments of opportunity health and pricing, staffing, and teaming.
• Identify capture risks and develop corrective action plans.
• Provide recommendations for bid/no-bid decisions.
• Build relationships with contracting officers, program managers, CORs, and industry partners.
• Lead teaming outreach, NDAs, and partner evaluations.
