SoftDev Incorporated is seeking a Program Manager to lead DoD/VA healthcare program efforts in Falls Church, VA. This role focuses on contract performance, personnel management, and coordination with government leadership to ensure successful execution of joint DoD/VA healthcare initiatives.

The ideal candidate brings extensive Military Health System experience, deep knowledge of DoD/VA healthcare programs, and a proven ability to lead complex federal healthcare support contracts.

Qualifications

• Bachelor's degree required.
• 20+ years of Military Health System experience.
• 10+ years in DoD/VA programs.
• 10+ years of contract management experience.
• PMI PMP certification required.
• Public Trust background investigation at proposal submission.
• Strong leadership, organizational, communication, and stakeholder management skills.

Responsibilities

• Provide overall leadership and day-to-day management of contract operations, personnel, schedules, and deliverables.
• Oversee support for joint DoD/VA committees, healthcare resource sharing initiatives, the Joint Incentive Fund (JIF), and DVPO office operations.
• Serve as the primary contractor interface with the Government's Contracting Officer's Representative (COR).
• Develop and implement program management strategies, quality control procedures, and performance monitoring processes.
• Direct contractor personnel, assign responsibilities, review deliverables, and resolve performance issues.
• Coordinate program planning, strategic initiatives, and operational improvements.
• Prepare and oversee monthly status reports, executive briefings, and other contract deliverables.
• Manage transition-in activities, staffing continuity, and contract reporting requirements.
• Ensure compliance with applicable federal policies, security requirements, and contractual obligations.
