Job summary

HITT Contracting Inc. is seeking a Craft Workforce Development Manager to lead and scale registered apprenticeship programs across multiple states, trades, and projects.

Qualifications

  • Bachelor's degree in construction management, workforce development, education, business, human resources, or related field preferred; equivalent relevant experience considered.
  • 5+ years of progressive experience in apprenticeship, workforce development, craft training, or a related field.
  • Direct experience managing a registered apprenticeship program required, with demonstrated knowledge of governance, registration, progression, RTI/OJT, recordkeeping, reporting, and audits.
  • Significant experience supporting skilled trades, craft, or field-based workforces; construction/AEC industry preferred.
  • Extensive knowledge of federal/state apprenticeship, prevailing wage, and workforce compliance requirements, including Davis-Bacon Act and related reporting.
  • Experience navigating CHIPS/Science Act and Inflation Reduction Act requirements in apprenticeship contexts.
  • Experience working with DoL/state apprenticeship agencies to manage registrations, standards, modifications, reciprocity, reporting, and audits.
  • Ability to manage apprenticeship programs across multiple projects, locations, trades, or jurisdictions.
  • Strong program management with controls, audit-ready records, risk identification, and mitigation.
  • Experience developing instructors, journeyworkers, mentors, or subject matter experts for craft learning.
  • Understanding of how craft professionals learn, connecting instruction with hands-on practice and mentorship.
  • Ability to build partnerships with industry associations, apprenticeship and workforce organizations, and educational institutions.
  • Budget management and leveraging grants/partnerships to support program sustainability.

Responsibilities

  • Lead day-to-day management of HITT’s registered apprenticeship program across multiple states, projects, and trades, ensuring consistency and quality.
  • Establish program governance, policies, procedures, and workflows across HITT, Brycon, and external partners.
  • Lead the Apprenticeship Program Committee with representation, cadence, documentation, and decision-making.
  • Own the apprentice lifecycle from enrollment through progression and completion with clear onboarding, registration, attendance, and status changes.
  • Coordinate program delivery with operations, instructors, training partners, and project teams to align with workforce needs.
  • Develop and manage the annual program budget, forecast enrollment and resource needs, and explore funding opportunities.
  • Establish and report meaningful KPIs across enrollment, retention, progression, completion, and skill attainment.
  • Build a scalable operating model to support expansion into more states, trades, and multi-employer apprenticeship structures.
  • Create an exceptional apprentice experience combining rigorous curriculum with hands-on development and mentorship.
  • Ensure compliance with Davis-Bacon Act, NCCER, and other applicable regulations; audit-ready documentation.
