Job summary

Turner & Townsend in San Francisco seeks a Cost Manager / Quantity Surveyor to lead estimating, cost control and reporting on complex construction programs. You will develop project estimates, review budgets, and present value engineering recommendations to clients, with a focus on delivering accurate cost data and informed decisions.

Qualifications

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or related field.
• 3–5+ years in cost management or estimating within construction.
• Experience supporting cost management on medium to large-scale projects.
• Consultancy experience preferred.
• Solid understanding of procurement routes and value management principles.
• Progress toward or attainment of RICS is a plus.
• Strong communication and stakeholder management in client-facing roles.

Responsibilities

• Advise client on strategies, prequalify vendors, assess proposals and bids.
• Develop project estimates, review junior estimates, present to client.
• Establish cost reporting, budgets and spend forecasts with client.
• Review change orders, contractor entitlements, and risk implications.
• Oversee cost control and invoicing processes.
• Benchmark performance and manage final accounting processes.
• Conduct lessons learned reviews and handover procedures.
• Utilize Bid Analysis Sheets, Change Control Forms, and cost software.
