Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our team supporting a large-scale life sciences and advanced manufacturing program in Pennsylvania. The role is client-facing and will deliver cost management services from planning through closeout across multiple capital projects.

Responsibilities include advising on strategies, preparing and challenging estimates, managing cost reporting and control, and conducting post-contract reviews.

Qualifications

• Bachelor's degree in construction management, cost management, quantity surveying, engineering or field related to construction.
• 3-5 years of cost management experience in the construction industry.
• RICS accreditation or working towards it is valuable.
• Experience supporting cost management on medium or large construction projects.
• Construction consultancy experience is strongly preferred.
• Knowledge of procurement routes, value management, and value engineering.

Responsibilities

• Advise client on strategies and vendor prequalification, assess proposals and bids, and chair bid interviews.
• Develop project estimates covering construction, fees, direct costs, and review junior team estimates.
• Establish cost reporting schedule, review cost reports and forecasts, and maintain risk register.
• Review payment applications and change orders, liaise with project managers, and ensure accurate cost control.
