Job summary

Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to support cost management on a large-scale construction program. The role covers estimating, procurement, cost control, change management, and commercial oversight from preconstruction to project completion.

The ideal candidate will have 3–5 years in cost management on complex projects, strong stakeholder communication skills, and preferably RICS accreditation. On-site presence is required as client needs evolve.

Qualifications

• Bachelor's degree in a construction-related field.
• 3–5 years of relevant cost management experience in construction.
• Experience supporting cost management on large, complex projects (commercial/industrial/mission-critical).
• RICS accreditation or progress toward it is valuable.
• Strong communication and stakeholder management skills.

Responsibilities

• Advise client on strategies, manage vendor prequalification, assess proposals, bids, and bid leveling; chair bid interviews; manage appointment process.
• Develop project estimates for construction costs, review junior estimates, and present to client; provide value engineering and risk assessments.
• Establish and present cost reports and forecasts; review budgets and spend forecasts with the client; maintain risk register; lead meetings with project teams and vendors.
• Review payment applications; advise on contractor entitlements; review change orders and resolve disputes; support cost control processes.
• Monitor invoicing; benchmark performance against other commissions; support final accounting and post-contract audits.
• Conduct post-contract reviews; develop lessons learned and training materials; oversee project handover procedures.
