Job summary

Keel Infrastructure in Pittsburgh seeks a Cost Management Lead to build and own a centralized cost control function for data center and power asset projects. You will define the cost plan, establish tooling, and manage budgets across design, procurement, and construction, ensuring credible estimates and disciplined cost governance.

The role requires 10+ years of cost management on large programs, experience rebuilding cost controls, and strong negotiation and reporting skills to executives.

Qualifications

• Hands-on cost management experience on large capital programs.
• Proven ability to build or rebuild a cost control function with processes and tooling.
• Experience delivering concept to final account in complex projects.

Responsibilities

• Establish and own centralized cost control function; define scope and interfaces.
• Own cost plan of record for all projects; maintain budgets centrally.
• Develop cost toolset, CODs, and chart of accounts alignment.
• Develop estimates for prospective sites with benchmarked basis of estimate.
• Support site selection, capital planning, and investment approval with scenarios.
• Own budgets through design, procurement, construction, and closeout.
• Review contractor cost reports and validate progress claims.
• Lead change management and commercial negotiations on complex builds.
• Produce portfolio-level cost dashboards and forecasts; ensure accuracy.
