ICON is seeking a Construction Procurement Manager to join its Austin-based Construction Operations team. You will translate RFP buyout decisions into subcontracts and purchase orders, manage vendor compliance, and align procurement with budgets and schedules.

Qualifications

• 4+ years in construction procurement, subcontract administration, or contract mgmt within general contracting or design‑build.
• Bachelor’s degree in Construction Management, Business Admin, Supply Chain, or related field — or equivalent experience.
• Knowledge of subcontract structures, construction scopes, cost drivers, and procurement timing.
• Ability to negotiate, draft, and administer subcontracts for concurrent, schedule-driven projects.
• Experience with Procore or similar PM/procurement platforms.
• Proficiency in MS Office; data-driven procurement tracking in Excel/Smartsheet.

Responsibilities

• Prepare, issue, and execute subcontracts and purchase orders following RFP buyout decisions, ensuring alignment with scope, budget, and schedule.
• Translate scopes of work into complete subcontract agreements, with flow-down terms, insurance, safety, indemnification and risk clauses.
• Maintain and verify vendor compliance docs—COIs, W-9s, lien waivers, bonding, licenses and qualifications.
• Coordinate with Project Managers, Construction Managers, and Estimators to confirm subcontract values align with budgets and buyout targets.
• Maintain procurement logs, buyout trackers, and material delivery schedules; flag scope gaps or delivery risks.
• Partner with Accounts Payable to ensure timely processing of invoices aligned with agreements and SVs.
• Draft and issue subcontract change orders; maintain change logs for affected agreements.
• Coordinate procurement of long‑lead materials and specialty components to align with construction timeline.
• Monitor market conditions and vendor availability to inform future buyouts and estimating.
