Job summary

Maryland Department of Juvenile Services (DJS) seeks a Community Services Procurement Manager to lead the procurement unit and ensure compliant, efficient contract management. You will guide complex procurement projects, supervise staff, and ensure alignment with COMAR Title 21 regulations.

The role requires ten years of government procurement experience, a Bachelor's degree, and the ability to deliver strategic procurement solutions within a public sector framework.

Qualifications

• Bachelor's degree required.
• Ten (10) years of professional government procurement/contract management experience with supervisory oversight.
• Master’s degree in a related field preferred and certification beneficial.

Responsibilities

• Lead and oversee the day-to-day operations of the procurement unit.
• Provide guidance on procurement regulations and compliance (COMAR Title 21).
• Develop and execute sound procurement practices across contracts and processes.
• Supervise and train procurement staff to ensure effective performance.
• Coordinate RFPs, bid solicitations, and complex procurement projects.
• Prepare BPW submissions and respond to inquiries on procurement matters.
