Qualifications

• Bachelor's degree from an accredited college or university.
• Ten years of professional experience in government procurement and/or contract management with progressively responsible supervisory or managerial oversight
• Knowledge of state procurement law, COMAR Title 21 regulations, and contracting procedures
• Experience developing procurement documents including RFPs, IFBs, and related solicitations
• Ability to supervise staff and provide training, instruction, and guidance to procurement professionals
• Experience managing complex procurement projects such as master service agreements and business process outsourcing agreements
