Main Purpose of Job

We are seeking passionate individuals for the role of Community Services Procurement Manager (Procurement Manager I), so come join our team and make a meaningful impact on youth and the community at DJS! As the Community Services Procurement Manager, you will lead and oversee the day-to-day operations of a procurement unit supporting the Department of Juvenile Services. In this position, you will provide leadership across contract and procurement processes, promote quality, efficiency, and productivity, and help ensure procurements are conducted accurately, consistently, transparently, and in compliance with COMAR Title 21 State Procurement Regulations. You will guide the development and execution of sound procurement practices, help resolve complex procurement matters, and serve as a resource to agency partners and procurement staff throughout the contracting process. You will also provide direct supervision, training, instruction, direction, and guidance to procurement staff, fostering a collaborative environment where team members have the clarity, support, and tools they need to perform their work effectively. Through this work, you will help strengthen procurement operations and support responsible stewardship of public resources in service of the Department's mission.

Key Responsibilities

• Ensuring Procurement Compliance and Providing Guidance – ensuring that State law, COMAR Title 21, State procurement regulations, directives, advisories, policies, and procedures are followed throughout procurement activities; ensuring compliance with governmental procurement laws, regulations, and conditions; and issuing guidance and instruction to procurement officers, department area directors, superintendents, managerial staff, and other staff regarding appropriate procurement and contracting procedures and policies
• Leading Complex Procurement Projects – working on strategically comprehensive Requests for Proposals, noncompetitive negotiated procurement of human services, master service agreements, business process outsourcing (BPO) agreements, and other high-level procurement projects
• Supporting Proposal Evaluation – providing technical assistance to or participating on proposal evaluation committees to ensure appropriate evaluations and compliance with State of Maryland procurement policies and procedures
• Evaluating Bids and Proposals – examining bids and proposals to determine responsiveness and acceptability, and determining the basis for awards, including evaluation criteria for Requests for Proposals and Requests for Bid documents
• Developing Procurement Documents – generating procurement documents, including Invitations for Bids (IFBs), Request for Proposal (RFP) written solicitations, and related materials in a timely manner to obtain new services or maintain ongoing services
• Preparing Board of Public Works Submissions – preparing clear and concise Board of Public Works (BPW) agenda documents for submission to designated control agencies and responding to questions regarding potential edits and changes
• Facilitating Contract Kick-Off and Pre-Bid Meetings – managing “Pre-Bid” and “Kick-Off” meetings between DJS staff and contractors to review contract deliverables, establish procedures, answer inquiries, and identify respective roles
• Supporting Procurement Operations – performing other duties as assigned to support the effective operation of the procurement unit and the Department
• This position may offer a hybrid telework schedule with occasional statewide travel as needed.

Minimum Qualifications

• Education: A Bachelor’s degree from an accredited college or university.
• Experience: Ten (10) years of professional experience in government procurement and/or contract management, including progressively responsible experience with supervisory or managerial oversight of procurement and/or contract management activities.

Desired or Preferred Qualifications

• A Master’s degree in a field related to procurement, contract management, logistics, supply chain management, business administration, public administration, finance, or a closely related field
• Experience using FMIS, ADPICS, eMMA, or similar financial/procurement systems
• Possession of a relevant professional certification, including CPCM, CPPO, CPPB, or another related procurement, purchasing, or contract management certification

Licenses, Registrations and Certifications

• Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
• Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

Selection Process

Candidates will remain on the certified eligible list for one (1) year. The resulting certified eligible list from this recruitment may be used to fill similar positions of the same classification in this or other State agencies.
