Job summary

The Maryland Department of Juvenile Services (DJS) is seeking a Community Services Procurement Manager to lead the procurement unit at DJS Headquarters in Baltimore, MD. You will oversee contract and procurement processes, ensure compliance with COMAR Title 21, and guide staff to deliver high-quality, transparent procurements.

Requires a Bachelor's degree and 10 years of government procurement experience with supervisory oversight; a Master’s degree and professional certifications are preferred.

Qualifications

• Bachelor’s degree from an accredited college or university.
• Ten (10) years of professional experience in government procurement and/or contract management, including supervisory or managerial oversight.

Responsibilities

• Ensuring procurement compliance with state law, COMAR Title 21, and procurement policies.
• Leading complex procurement projects and high-level negotiations.
• Supporting proposal evaluation and ensuring compliant evaluations.
• Evaluating bids and proposals to determine responsiveness and basis for awards.
• Developing procurement documents and solicitations (IFBs, RFPs).
• Preparing Board of Public Works submissions with clear agenda documents.
