As the Community Services Procurement Manager, you will lead and oversee the day‑to‑day operations of a procurement unit supporting the Department of Juvenile Services. In this position, you will provide leadership across contract and procurement processes, promote quality, efficiency, and productivity, and help ensure procurements are conducted accurately, consistently, transparently, and in compliance with COMAR Title 21 State Procurement Regulations. You will guide the development and execution of sound procurement practices, help resolve complex procurement matters, and serve as a resource to agency partners and procurement staff throughout the contracting process. You will also provide direct supervision, training, instruction, direction, and guidance to procurement staff, fostering a collaborative environment where team members have the clarity, support, and tools they need to perform their work effectively. Through this work, you will help strengthen procurement operations and support responsible stewardship of public resources in service of the Department's mission.
This position may offer a hybrid telework schedule with occasional statewide travel as needed.
Education: A Bachelor's degree from an accredited college or university.
Experience: Ten (10) years of professional experience in government procurement and/or contract management, including progressively responsible experience with supervisory or managerial oversight of procurement and/or contract management activities.

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
Candidates will remain on the certified eligible list for one (1) year. The resulting certified eligible list from this recruitment may be used to fill similar positions of the same classification in this or other State agencies.
