Job summary

HealthFlex Home Health & Hospice in Oakland, CA, seeks a Manager of Clinical Workforce Utilization to optimize field clinician staffing end-to-end, balancing patient demand with productive utilization while reducing contract labor.

You will partner with Talent Acquisition, Clinical Leadership, Care Coordinators, and Intake to resolve escalations, build staffing models, and create dashboards that reveal utilization trends and inform workforce planning.

Qualifications

• 3-5+ years in staffing/scheduling operations, workforce planning, or clinical operations in home health, hospice, or field-based healthcare delivery.
• Demonstrated experience coordinating across recruiting, clinical, and operations functions.
• Strong analytical skills with hands-on experience building reports/dashboards (Excel or Google Sheets required; BI tools a plus).
• Working knowledge of home health staffing dynamics (visit-based productivity, caseload management, discipline-specific coverage requirements).
• Experience with EMR/scheduling systems such as Homecare Homebase, WellSky, MatrixCare, or similar.

Responsibilities

• Own daily and weekly staffing utilization targets for all field clinical disciplines; monitor caseload distribution and productivity against goals.
• Identify utilization gaps and drive corrective action to reduce reliance on contract staff.
• Develop staffing models aligning clinician availability with referral and visit volume.
• Lead cross-functional collaboration between Talent Acquisition, Clinical Leadership, Care Coordinators, and Intake.
