Job summary

York County is seeking a qualified professional to develop, analyze, implement and administer its job classification and compensation programs to ensure internal equity and external competitiveness. You will conduct job evaluations, market surveys and salary analyses, and provide recommendations for pay structures and classifications.

The role involves maintaining salary data, performing cost analyses, supporting budget processes, and preparing reports for policy and compliance.

Qualifications

• Bachelor’s Degree with concentration in accounting, human resources administration, business, public administration, or a closely related field with 4 to 6 years of related experience.
• Public Sector HR certifications (PSHRA, SHRM, World at Work, HRCI) preferred.
• Possession of a valid driver’s license.
• Pre-employment checks including driving record, criminal history and background checks.
• Knowledge of job classification and compensation principles and practices.
• Strong verbal and written communication skills.

Responsibilities

• Develops and administers the County’s job classification and compensation programs, structures and pay plan.
• Conducts job evaluations, market surveys and salary analyses and provides recommendations for pay structures and classifications.
• Maintains classification and salary range data and updates as needed.
• Performs cost analyses and models financial impact of recommendations.
• Prepares reports and assists with the annual budget process related to position changes and salary increases.
