Job summary

Central Oregon Community College seeks a Vice President Finance and Operations/Chief Financial Officer to guide financial strategy, budgeting, procurement, risk management, and real estate transactions across four campuses.

The role provides operational leadership for Fiscal Services and Campus Services while collaborating with the President, college leaders, and the Board to advance student success and institutional priorities.

Qualifications

• Must have proven skills formulating budget and financial policies, processes and systems, including fiscal planning and financial forecasting.
• Must be a systems- and process- thinker, developing effective and efficient systems for assigned areas of responsibility, through strong communication and collaboration.
• Demonstrated leadership style that reflects modern leadership, management and supervision practices, communication strategies, and team development.
• Ability to use data in decision making to ensure the effective, efficient, and sustainable use of resources.
• Ability to work cooperatively with diverse constituencies and create an inclusive workplace, with a commitment to access, equity, and inclusion for under-represented populations.
• Must have excellent communication, both written and verbal, meeting facilitation, conflict resolution, and public presentation skills.
• Must be able to manage and lead in a complex, fiscally challenging and rapidly changing environment.
• Must be able to make professional and clear presentations to the Board of Directors and its committees and external constituencies about financial and operational matters.
• Must have excellent interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse environment.
• A demonstrated record of collaboration with colleagues, staff, business and community partners, and collective bargaining groups.

Responsibilities

• Provide strategic and innovative leadership in the planning, implementation, and continuous improvement of the College’s financial and physical plant operations.
• In tandem with other College vice presidents, collaborate on the development of short- and long-term planning efforts to improve student, employee and community member experience, operational efficiency, and the fiscal management of the college.
• Build community support for the College through strategic partnerships with business and industry partners, as well as related federal, state and local government agencies.
• Provide key analysis to the President and Board of Directors on high-level fiscal and operational management for the college and its four distinct campuses.
