Job summary

TYLin seeks a Stormwater Engineering Designer in Richmond, VA to support planning, design, and implementation of stormwater, water, and climate resiliency projects for the City of Richmond and Central Virginia. You will help review plans and permits under a Program Manager and deliver practical municipal solutions.

The role emphasizes Richmond-area stormwater initiatives, including design reviews, permit support, and collaboration with local agencies.

Qualifications

• Education: B.S. degree in Civil or Environmental Engineering preferred.
• Experience: Minimum 2+ years of experience in stormwater design and engineering for municipal clients.
• Experience developing designs and construction documents for complex infrastructure projects.
• VA DEQ Plan Reviewer certification required or ability to obtain within three months.
• Familiarity with Virginia stormwater regulations, municipal infrastructure, and local permitting processes.

Responsibilities

• Support planning, engineering design, and consulting oversight for municipal infrastructure assignments.
• Prepare design and construction documents for stormwater, wastewater and water facilities, climate resiliency projects.
• Review engineering designs, bid packages, RFPs, and Statements of Work.
• Support projects from planning and design through construction for Richmond-area clients.
• Mentor design staff and contribute to project teams.
• Support grant writing and funding procurement for infrastructure and climate resiliency projects.
• Contribute to business development with municipal clients in Richmond and Central Virginia.
