Job summary

TYLin is seeking a Stormwater Engineering Designer to join our Richmond, VA-based Mid-Atlantic team. The role supports planning, design, and implementation of stormwater, water, and climate resiliency projects for the City of Richmond and Central Virginia communities.

The candidate will review engineering plans and permit applications, contribute to project teams, and assist with grant writing and funding procurement to drive municipal infrastructure improvements.

Qualifications

• B.S. in Civil or Environmental Engineering required.
• Minimum 2+ years in stormwater design for municipal clients.
• VA DEQ Plan Reviewer certification or ability to obtain within three months.
• Familiarity with Virginia stormwater regulations and local permitting.

Responsibilities

• Support planning, engineering design, and consulting oversight for complex municipal infrastructure assignments, including condition assessments, project site visits, report preparation, hydraulic calculations, utility plans, technical specifications, and cost estimating.
• Prepare design and construction documents for stormwater, wastewater and water facilities, climate resiliency projects, and conveyance and treatment systems.
• Review engineering designs, bid packages, RFPs, and Statements of Work prepared by others as part of a program management role.
• Support projects from planning and design through construction, with a focus on delivering practical solutions for Richmond-area and Virginia municipal clients.
• Actively contribute to project teams, including providing peer mentorship to design and consulting staff.
• Support grant writing and funding procurement for infrastructure, stormwater, climate resiliency, and community improvement projects.
• Contribute to business development and growth opportunities with municipal clients and new projects across the Richmond and Central Virginia market, as well as the broader Virginia region.
