Job summary

The City of Battle Ground is seeking a Civil Engineering Technologist to support NPDES Phase II compliance and water quality programs. The role involves assisting engineers with inspections, data collection, and reporting to ensure regulated stormwater systems meet permit requirements.

You will work on field inspections, document testing, and coordinate with WA Ecology staff, while educating the public about stormwater quality and permit obligations. Familiarity with AutoCAD/Civil 3D is a plus.

Qualifications

• Knowledge of civil engineering principles, practices and methods for municipal settings.
• Knowledge of local, state and federal utility regulations and reporting requirements.
• Ability to track regulatory changes and industry trends.
• Laboratory practices and sampling techniques.
• Regulations governing the treatment, control, and discharge of stormwater runoff.
• Proficiency with AutoCAD and Civil 3D.
• Stormwater modeling program knowledge.

Responsibilities

• Inspect public and private drainage systems for compliance.
• Conduct Illicit Discharge Detection & Elimination (IDDE) inspections.
• Monitor surface water quality in ponds and streams.
• Prepare reports and annual NPDES permit-related documents.
• Provide outreach to industrial, commercial, and residential customers.
• Assist with development of storm drainage maps and databases.
• Maintain inspection and sampling reports and records.
• Respond to water quality events in coordination with staff.
• Assist in grant management for surface water quality programs.
