About us:
The City of Burlington, designated as a National Pollutant Discharge Elimination System (NPDES) Phase II community, received an Individual Stormwater Permit on July 1, 2007, from the NC DEQ - DWR. The City, like other similarly-sized U.S. cities, is required to implement a comprehensive Stormwater Management Plan, which includes public education, public involvement, illicit discharge detection and elimination, construction site runoff controls, post-construction site runoff controls, and good housekeeping/pollution prevention measures for municipal facilities.
What you will do:
An employee in this role performs professional civil engineering, technical, and administrative work to support the City’s Water Resources Stormwater Division. Ensures infrastructure projects meet hydrology standards and comply with state and federal National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater Permit requirements.
The employee coordinates and participates directly in the City’s daily stormwater operations, engineering reviews, and regulatory reporting. The role requires independent engineering judgement, self-initiative, and tactical problem-solving while responding to resident stormwater concerns. Work is performed under the general supervision of the Assistant Water Resources Director – Field Operations.
Project Design & Planning:
- Designs stormwater capital improvement projects (CIP) within the City; prepares bid and contract documents.
- Responsible for plan review and approval of stormwater control measures (SCMs).
- Reviews inspection reports and construction progress for compliance with City Code, Departmental Policy and applicable standards.
Documentation & Compliance:
- Prepares construction plans, technical specifications, and cost estimates for municipal stormwater CIP projects.
- Enforces stormwater and water protection regulations and local ordinances.
- Evaluates site design plans and engineering drawings for compliance with City Code, Departmental Policy and applicable standards.
Construction Coordination:
- Manages the flow of stormwater construction projects through the department for both in-house projects and developer-generated projects.
- Manages flow of SCM permitting for the Stormwater Division.
- Manages the coordination with regulatory agencies, consultants, contractors and City departments.
Communication & Public Relations:
- Provide technical guidance to contractors and the public, fostering constructive communication to achieve project goals.
- Performs on site engineering and operational evaluations of stormwater infrastructure and SCMs.
Support & Research:
- Assist other departments with project designs and cost estimates.
- Utilizes specialized engineering software to model watershed runoff, pipe capacities, and open-channel flow patterns.
Additional Duties:
- Perform any other related duties as required to support City Stormwater and infrastructure initiatives.
- Thorough knowledge of civil engineering and engineering survey and design, specifically hydrology, hydraulics, and stormwater infrastructure.
- Thorough knowledge of state and federal laws and regulations, local ordinances and standards, and departmental policies and procedure affecting municipal engineering
- Thorough knowledge of engineering and construction drawing creation, manipulation and interpretation
- Thorough knowledge of public works construction protocols and processes
- Thorough knowledge of CAD software, Microsoft Word, Excel, and other office computer applications with knowledge in GPS and GIS mapping, electronic data collectors, and related software
- Demonstrated ability to work independently and plan, organize, and direct the work of other employees requiring a team effort
- Detail-oriented and organized in work tasks and schedule in a highly efficient manner
- Ability to establish and maintain effective working relationships with employees and supervisors, the general public, public officials, as well as engineers, and contractors
- Demonstrated proficiency in written and verbal communications
Minimum Qualifications:
- Bachelor’s Degree in Civil Engineering, Environmental Engineering, or related engineering field; plus three (3) years of experience in stormwater engineering design, project management, and construction.
- Valid Driver's License.
Special Requirements:
- North Carolina License as a Professional Engineer (PE) or the ability to obtain North Carolina licensing within 6 months of hire.
- NC Stormwater Control Measure Inspection and Maintenance Certification or ability to obtain within 12 months of hire.
Physical Requirements and Working Conditions:
- Work in this class is described as light, using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.
- Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, walking, fingering, talking, hearing, and repetitive motions.
- This employee must have the visual acuity to read data and analyze figure, must be able to read a computer screen, and do extensive reading.
- The employee is subject to both inside and outside environmental working conditions.
