Job summary

The City of Mill Creek invites applications for a Surface Water Program Coordinator to lead the surface water utility, drive MS4 permit compliance, and implement program improvements under the supervision of the City Engineer.

The successful candidate will have at least two years of stormwater experience, strong GIS and data analysis skills, and the ability to communicate clearly with residents, businesses, and City staff.

Qualifications

• Bachelor's degree in environmental science, civil/environmental engineering, biology, water resources, or related field.
• At least two years of stormwater and/or surface water management experience.
• Valid Washington State driver’s license and CESCL certification (or ability to obtain within a year).

Responsibilities

• Implement and manage MS4 permit compliance including reporting and documentation.
• Develop and maintain MS4-related policies, training, and record-keeping.
• Coordinate field inspections and pollutant source tracking activities.
• Support spill reporting education and coordination with agencies.
• Assist in data collection, sampling, and reporting for water quality monitoring.
• Prepare grants documentation and coordinate outside contracts for maintenance.
• Engage with citizens and stakeholders to address surface water concerns.
