290 EMPLOYMENT SECURITY COMMISSION seeks a Statewide TRIO EOC Manager to oversee statewide Educational Opportunity Center operations, supervise staff, and manage grants and budgets. Qualifications

  • Master’s degree in education, counseling, or related field plus a minimum of three years of experience.
  • At least one year of experience designing, managing, or implementing programs serving disadvantaged and academically at‑risk populations.
  • Preference may be given to individuals who have overcome the disadvantages of the EOC population in Oklahoma.

Responsibilities

  • Provide oversight of statewide EOC project subrecipients to ensure compliance in operations.
  • Hire, train, supervise and evaluate EOC staff at state level; assess and approve staff development needs for grant personnel.
  • Develop and monitor program budgets and approve expenditures at state level in accordance with regulations.
  • Manage communication and reporting processes, including tracking outcomes and sharing best practices.
  • Prepare all reports required by the U.S. Department of Education including APR accurately and on time.
  • Lead statewide coordination between EOC programs and workforce partners, aligning services to support participants’ transition from education to employment.
  • Coordinate development of and implement a strategic plan between workforce partners and EOC subrecipients to expand EOC services.
  • Coordinate field operations across regions, ensuring consistent service delivery and supporting local program staff.
