Qualifications

• Seven years of experience in information technology or administrative services; OR
• Six years of full-time work experience in any field plus five years in information technology or administrative services; OR
• An associate’s degree in information technology plus five years in information technology or administrative services; OR
• A bachelor’s degree plus five years in information technology or administrative services; OR
• A bachelor’s degree with twenty-four semester hours in IT/CS/engineering/mathematics/business analytics plus four years in IT/administrative services; OR
• A master’s degree plus four years in IT/administrative services.

Responsibilities

• OTS Connect Billing Portal Administration: Acts as Product Owner and Super Administrator, oversees implementation, access, security, and role assignments; provides tier-one support and leads focus groups for feedback and improvements.
• Technology Architecture and Security: Leads design and architectural reviews, coordinates with InfoSec to ensure compliance with policies; serves as escalation point for complex issues.
• Cost Allocation and Financial Management: Manages cost allocation models, maintains financial structure and cost codes, conducts cash flow analyses, and reviews expenditures for timely LaGov entries.
• Budget Development and Fiscal Analysis: Develops revenue and expenditure forecasts, coordinates with Budget Office, and prepares annual cost allocation reports.
• Rates, Cost Recovery, and Financial Compliance: Establishes service rates, ensures compliance with cost allocation and reporting requirements; resolves billing issues.
• Performance Measurement and Service Delivery: Tracks performance through SLA monitoring and data products to improve service quality.
• Staff and Operational Management: Directs staff, prioritizes work, and recommends policy changes to improve operations.
• Policy and Legislative Analysis: Evaluates impact of legislation on IT systems and ensures compliance with requirements.
