West Virginia Division of Corrections and Rehabilitation (DCR) invites applications for an IT Director at the Central Office to lead statewide IT operations, information security, and data system modernization. The role directs technical support, research, infrastructure, project management, application development, and system administration across all DCR facilities statewide.

Qualifications

• Graduation from an accredited four-year college or university.
• A major in computer science may substitute for one year of required experience.
• Additional experience may substitute for the above training on a year-for-year basis.

Responsibilities

• Report to the Chief of Staff and brief on critical developments, strategic plans and performance measures.
• Oversee multi-technical teams across research, network infrastructure, software requests, hardware deployment and IT procurement.
• Direct statewide IT operations, network infrastructure, security surveillance systems, and data systems modernization.
• Coordinate agency IT projects, data governance, and inter-agency collaboration to build scalable solutions.
• Manage IT budget, authorize expenditures, and reconcile invoices.
• Develop workforce programs, certifications, and staff mentorship; evaluate performance.
• Oversee data collection, sharing, security, analytics and enterprise reporting for offender management.
• Collaborate with leadership and stakeholders to align IT policies with state mandates.
• Standardize IT operations with written procedures across all DCR facilities.
• Comply with OT guidelines and governance structures.
