West Virginia's Division of Corrections and Rehabilitation (DCR) seeks an IT Director to provide statewide leadership for core IT operations, information security, and data system modernization. This role directs technical support, research, infrastructure, project management, and system administration across the state's DCR facilities and offices.

The role reports to the Chief of Staff, oversees multi-technical teams, manages IT budgets, and partners with agency leadership to align IT policies

Qualifications

• Six years of full-time or equivalent part-time paid experience in computer programming, office automation planning, purchasing and implementation of hardware and software, teleprocessing, system analysis, or supervision of computer operations.

Responsabilités

• Report to the Chief of Staff and brief on critical developments, operational issues, strategic plans, and performance measures.
• Oversee multi-technical IT teams and operations across research, network infrastructure, user support, hardware deployment and IT procurement.
• Direct statewide IT operations, network infrastructure, surveillance systems, computing hardware, and software requests.
• Coordinate agency IT projects, data system modernization, scope development, and inter-agency consolidation for scalable solutions.
• Manage IT budget including invoices, expenditures, and IT purchases approvals.
• Design workforce development initiatives and staff mentorship; conduct performance appraisals for IT personnel.
• Oversee data collection, sharing, security, data agreements and analytics for offender management and reporting.
• Collaborate with leadership to develop and update IT policies aligned with state mandates and security standards.
• Establish and maintain IT operational procedures to standardize daily functions across all DCR facilities.
