Job summary

The State of Delaware's Division of Training and HR Solutions seeks a State Human Resource Analyst IV to oversee statewide training development, coordination, and delivery for State agencies. The incumbent also serves as backup instructor for employee benefits training and other department programs.

The role requires delivering virtual training via Teams, Zoom, and integrating technology into classroom instruction while guiding policy interpretation and ensuring compliance with laws and policies

Qualifications

• Bachelor's degree or higher required.
• Four years of professional training experience in training management, employee development, organizational development, or HR systems.
• Three years' experience in research, analysis, interpretation, and presenting findings for HR.
• Three years’ experience providing guidance to employees, management or others on inquiries or challenges.
• Two years’ experience ensuring compliance with laws, rules, regulations, standards, policies and procedures relating to training, organizational development, or HR systems.

Responsibilities

• Provide technical guidance, policy interpretation, eligibility determinations, and recommendations to employees, applicants, management, HR staff, vendors, or others in HR functions.
• Interpret and ensure compliance with state and federal laws, rules, and policies.
• Analyze requests and challenges; define solutions and actions that ensure equity and consistent interpretation of laws and policies.
• Anticipate implications of actions and defend recommendations and decisions.
• Conduct research collecting and analyzing data from multiple sources and present findings.
• Conduct special reviews, studies or projects and present findings.
• Prepare and analyze statistical and narrative reports and may report data.
• Use automated systems to research HR data and may perform quality reviews of data.
• Participate in meetings, conference calls, and presentations.
• Develop job aids, forms, or communications for HR area.
• Research, design, facilitate and evaluate service delivery; may contact vendors or other entities to resolve inquiries.
• Communicate effectively across cultures and ranges of ability, genders, ethnicities, ages and races.
• Perform other related duties as required.
