Job summary

The State of Delaware seeks a supervisory professional to oversee statewide compensation activities within the Central Compensation function. You will mentor HR analysts, guide staff and state agency officials, and ensure adherence to Merit Rules, FLSA/EEO, and relevant laws.

You will lead policy interpretation, perform data analysis, and present findings. The role requires collaboration across departments and a strong focus on equity and compliance, with onsite Dover work in a supportive

Qualifications

• Bachelor’s degree or higher is required.
• Minimum four years of professional HR experience.
• Statewide HR certification or professional HR certification preferred.
• Experience in HR analysis and consultation.
• Ability to guidance employees and management on inquiries/challenges.
• Experience ensuring compliance with HR laws, rules, and standards.
• Project management experience is a plus.
• Supervising staff or leading teams is valued.

Responsibilities

• Oversee statewide compensation functions and ensure policy compliance.
• Supervise and mentor HR analysts; provide training and development.
• Review pay requests, salary analyses, and compensation projects for law/policy compliance.
• Lead meetings and advise staff and agency officials on laws, rules, and procedures.
• Provide technical guidance on policy interpretation, eligibility, and consultations.
• Ensure compliance with state and federal laws and governing rules.
• Research and analyze data; prepare findings and recommendations.
• Conduct special reviews and publish statistical/narrative reports.
• Use information systems to research HR data and perform quality reviews.
