The State of Delaware is seeking a Casual/Seasonal Human Resources Advisor III to support one or more agencies through advanced, independent HR work. This role provides guidance across complex people-related processes and helps ensure compliance with applicable state and federal requirements. The position is casual/seasonal and does not exceed 29.5 hours per week, with onsite work in Dover, DE.
Role Overview
This position performs complex professional human resources responsibilities, including advising stakeholders, evaluating organizational needs, and applying independent judgment when interpreting and using HR laws and policies. Work includes complex compliance support, analysis, reporting, and the use of HR information systems and other computerized tools.
Responsibilities
- Provide guidance, direction, and recommendations to employees, management, and others based on findings, rules, regulations, policies, guidelines, and precedents impacting assigned HR areas.
- Depending on agency size and operations, specialize in one or more HR functions or serve as a generalist covering all HR functions for assigned agencies.
- Apply, explain, and help ensure compliance with state and federal HR laws, rules, regulations, standards, policies, and procedures.
- Analyze inquiries, needs, and challenges; assess organizational impact; evaluate options; and make recommendations.
- Explain and support human resource actions and related recommendations.
- Report workplace risk management issues to leadership, including safety and health concerns.
- Research, collect, analyze, and evaluate data from multiple sources, then document results in narrative and statistical reports.
- Use automated HR information systems and other computerized systems to research and report data; may conduct quality reviews of data in systems.
- Complete special assignments and studies.
- Participate in interviews, meetings, conference calls, and/or presentations.
- May calculate, resolve discrepancies, and report data for an agency’s payroll.
Requirements
- Education: Bachelor’s degree or higher.
- Alternative qualifying options: Three years of professional HR experience, or two years of professional HR experience plus a Statewide Human Resource Certification or professional HR certification.
- Two years’ experience performing professional HR work supporting an HR function.
- Two years’ experience providing guidance and recommendations to employees, management, or others on HR inquiries and challenges.
- Two years’ experience applying HR laws, rules, regulations, standards, policies, and procedures.
- Two years’ experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
