Job summary

The Division of Training and HR Solutions in Delaware seeks a State Human Resource Analyst IV to develop, coordinate, and deliver statewide training programs and instructional materials that support state agencies. The role also serves as a backup instructor for employee benefits training and provides technical guidance on HR functions, research, compliance, and data analysis across state government.

The incumbent should be proficient in virtual training delivery and in integrating technology

Qualifications

• Bachelor's degree or higher required, or four years of professional training experience in training management, employee development, or HR systems.
• Three years of experience in research, analysis, and consultation supporting HR functions.
• Three years of experience providing guidance and recommendations on HR inquiries and challenges.
• Two years of experience ensuring compliance with laws, regulations, and policies related to training and HR systems.
• Proficiency in delivering virtual training through Microsoft Teams, Zoom, or similar platforms.

Responsibilities

• Develop, coordinate, and deliver statewide training programs and instructional materials to support Delaware state agencies.
• Serve as backup instructor for employee benefits training.
• Provide technical guidance on HR functions, research, compliance, and data analysis across state government.
• Deliver virtual training and integrate technology into instruction.
