Job summary

Louisiana DOTD is seeking a skilled HR practitioner to support statewide staffing operations, processing personnel actions in LaGov HCM and coordinating job postings through the Louisiana Job System. The role emphasizes compliance with State Civil Service rules, DOTD policies, and accurate staffing reporting.

The candidate will oversee pre-employment activities, onboarding guidance, and serve as a primary resource for HR staff, supervisors, and managers.

Qualifications

• Three (3) years of human resources experience or six (6) years of full-time experience in any field.
• Bachelor’s degree required; education substitution rules apply (30 semester hours = 1 year toward six years).
• Ability to relay information accurately and connect people and ideas.
• Ability to follow, reinforce, adapt, or develop policies to stay compliant with laws and rules.
• Ability to form objective, well-supported opinions based on standards and data.

Responsibilities

• Process and monitor personnel actions in LaGov HCM (appointments, promotions, transfers, separations).
• Review transactions for compliance with State Civil Service rules, laws, and DOTD policies.
• Check staffing reports for accuracy and initiate corrective actions as needed.
• Prepare new-hire documentation and coordinate pre-employment activities; monitor drug-testing requirements.
• Serve as a primary contact for staffing matters and provide guidance to HR staff and managers.
• Coordinate job postings through the Louisiana Job System and ensure postings meet requirements.
• Review applications, evaluate qualifications, and prepare eligible information for hiring managers.
• Act as a technical resource for the Louisiana Job System and provide training on recruitment processes.
• Administer OHC security and user access, maintain records, and remove access when needed.
• Develop and maintain standard operating procedures; seek process improvements for efficiency and compliance.
• Monitor staffing reports, appointment eligibility, and time-sensitive HR requirements.
• Perform other duties, including disaster support as assigned.
