Office of the State Controller is seeking a State HRIS/Payroll Analyst I to support BEACON Enterprise Support Team benefits processing. The role focuses on administering health and retirement benefits, payroll deductions, and system reporting to ensure accurate enrollment and timely payroll processing.

The State Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through its accounting, disbursing, payroll, internal controls, data management, eCommerce, and financial reporting systems that serve state agencies, employees, and the public. The primary purpose of BEST (BEACON Enterprise Support Team) Shared Services is to support state employees and agency human resources and payroll personnel in:

The Benefits Analyst serves as a primary consultant to the Agency Human Resources Benefits (HBR) Specialists to administer state-wide benefits. The Analyst spends most of the day solving complex benefits issues from leave of absences, health and insurance plan enrollments, and retirement and other benefits issues; interpreting, explaining, notifying, and advising employees and HBRs of benefit policy and procedures; responding to emails and phone calls from HBRs, employees and benefit vendors; updating and correcting benefit enrollment records; reconciling State vendor insurance bills; working with employees and vendors to solve enrollment and eligibility issues; planning and developing curriculum and materials to train Contact Center staff and new HBRs; developing job aid documents for benefits enrollment processing; using SAP, the Integrated HR-Payroll System, to generate advance reports to ensure accurate benefits enrollment and payroll deductions; using a ticketing system to monitor benefit issues; processing monthly and biweekly payrolls to ensure benefits deductions are accurate; testing new system functionality before implementing changes to the Production system; responding to court ordered health insurance inquiries; troubleshooting vendors’ enrollment and eligibility error reports; completing enrollment and eligibility audits; assisting in conducting webinars and presentations for new benefits enrollment processes or system functionality; preparing benefits participation and eligibility reports to summarize benefits patterns for State Agencies; responding to daily vendor inquires; coordinating with the North Carolina State Health Plan to ensure employees' health enrollments are correct in the State Health Plan enrollment system.

Recruitment Range: $56,772 - $85,159 (Salary depends on education and experience, internal equity, and budget availability).
