North Carolina Department of Health and Human Services (DHHS) is seeking an HR Business Partner to deliver strategic HR services to leadership, managers and staff. You will partner on culture-building and long-term workforce planning to support recruitment, engagement and retention.

You will identify and track HR metrics, evaluate program effectiveness, and help drive changes with DHHS HR Leadership and Operations to improve efficiencies and processes.

Description of Work

The Human Resources Business Partner (HRBP) is responsible for providing strategic, consultative HR services to leadership, managers, and employees. Collaborates with leadership on culture‑building strategies, and long‑term workforce planning to support recruitment, engagement, and retention. Works to identify, establish, and track key HR metrics to evaluate program effectiveness, organizational competency gaps, and provide analysis for strategic decision‑making. Knowledge, Skills and Abilities / Management Preferences

Recruitment Range: $67,122.00 - $117,465.00 Salary Range: $67,122.00 - $117,465.00 Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. Ability to analyze, interpret, and present HR metrics and workforce data to support informed, strategic decision‑making. Strong skills in identifying issues, improving processes, monitoring deliverables, and enhancing HR operations. Effective relationship‑building and communication skills to work across HR and operational teams, convey guidance and insights, and support employee relations and development needs.

Key Employment Information

Per G.S. 126-5 (c1) (37), this position is Exempt from all provisions of NC General Statute Chapter 126 (State Human Resources Act) with the exception of Articles 6 and 7. This Position Is Designated As Mandatory And Must Report Or Stay Over During Adverse Weather Events. This position will work Monday - Friday - 8:00 AM - 5:00 PM.

The Division of Human Resources (DHR) provides strategic and operational leadership for DHHS human capital management, including employee relations, recruitment and selection, job evaluation, salary administration, benefits, workers’ compensation, safety, and staff development.

Minimum Education and Experience

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and at least 4 years of experience in human resources with some experience in an HR lead position; OR equivalent combination of education and experience.
