Job summary

NSS is seeking a Staffing Specialist to support the Civilian HR Staff for the Coast Guard. The role involves drafting and editing vacancy announcements, conducting job analyses, and coordinating with HR specialists to define experience and qualification requirements.

The position requires in-person reporting to USCG Headquarters in Washington, DC, with telework options as applicable. Candidates should have at least six years of staffing experience, expert knowledge of USAStaffing and USAHire,

Qualifications

• Minimum six years of staffing support experience.

• Ability to post vacancies to USAJOBS and other sites when appropriate.
• Security clearance / CAC eligibility required.
• Experience supporting Coast Guard or DHS HR operations is a plus.

Job description

The Staffing Specialist shall assist the Civilian HR Staff with the following:

• Draft new vacancy announcements, recommend modifications or edits to existing vacancy announcements, and all related data in the automated staffing system. The Contractor shall ensure vacancy announcements are posted to USAJOBS and, if appropriate, other job board sites.
• Conduct job analyses to ensure the draft vacancy announcements enable Government personnel to determine an applicant’s ability to satisfy vacancy requirements.
• Draft recruitment actions and specify the duty statements. Specific examples include qualification standards, KSAs/questionnaire, selective factors, weighting and screen-out elements.
• Conduct qualification analyses and generate synopses of best-qualified job applicants.
• Coordinate with CG HR specialists and SMEs to do job analyses and define specialized experience requirements.
• Print selection certificates from the automated system (after they are approved by a Government HR specialist) and notify the appropriate USCG staff to take action.
• Conduct research into federal Government, DHS and CG regulations, policy and procedures to answer general questions from employees or applicants about staffing.

Experience Requirements:

The Staffing Specialists shall have a minimum of six (6) years of experience in performing the above staffing support services similar to those stated in this PWS.

Additional Required Knowledge and Skills

In addition to the experience described above, the Staffing Specialist shall possess the following knowledge and skills:

• Possess expert level knowledge of USAStaffing and USAHire

Location & Work Authorization

Must be able to report to USCG Headquarters (Washington, DC 20593) for required in-person tasks or post-award meetings, despite telework options.

Security Clearance / CAC Eligibility

Candidates must be eligible to pass background checks and obtain a Common Access Card (CAC) through MP ICAM.

USCG/DHS Background

Prior experience supporting Coast Guard or DHS HR operations is a plus
