CLEAResult is seeking a Senior Program Manager to lead the implementation of Act 129 Energy Efficiency Programs in Eastern Pennsylvania. The role oversees cost management, performance tracking, client satisfaction, subcontractor oversight, and cross-functional coordination with engineering, marketing, and operations teams.

Requires 8+ years in program management and 5+ years of people leadership, with knowledge of Act 129 regulations.

• 8+ years of project/program management experience, preferably in energy efficiency or utility programs.
• 5+ years of people management experience.
• Experience managing large-scale programs; preferably residential or income-eligible.
• Understanding of Pennsylvania Act 129 and energy efficiency measures.

Responsibilities

• Lead CLEAResult’s implementation of Act 129 Residential Energy Efficiency Programs in Eastern Pennsylvania.

Job Description Please Note – this role can be remotely-based in PA, but does require you to travel to Allentown, PA for in-person meetings regularly. Candidates must live within a reasonable driving distance of the area. We are looking for a talented individual to join our team as a Senior Program Manager! The Senior Program Manager will lead CLEAResult’s implementation of the Act 129 Residential Energy Efficiency Programs in Eastern Pennsylvania. This role oversees all phases of program implementation, including cost management, program implementation, performance tracking, client/customer satisfaction, subcontractor oversight, and strategic coordination. The Senior PM will serve as the primary contact for the utility client, lead program review sessions, and coordinate cross-functional teams to ensure successful delivery of the Energy Efficiency Programs. Key responsibilities include program/team leadership, P&L oversight, KPI achievement, contract execution, and coordination with engineering, marketing, and operations teams. The role also includes leadership of customer satisfaction initiatives, trade ally engagement, and support for all program sub components.

• Manage the Energy Efficiency Program with annual revenue of $5–12M (excluding incentives)
• Lead contract execution and ensure compliance with Act 129 regulations and client plan filings and expectations
• Oversee program P&L reporting, KPI tracking, and performance-based compensation delivery
• Direct and coordinate multi-functional teams (10–30 people), including 4–7 direct reports and sub-contractors
• Serve as primary liaison with Utility Client, leading program review sessions and strategic planning
• Ensure program implementation aligns with regulatory requirements, market trends, and customer needs
• Coordinate with contact center and marketing teams to support program development and outreach
• Oversee customer satisfaction initiatives and trade ally engagement
• Support process and tool improvements to enhance program delivery
• Develop strategies to expand participation and savings across residential programs
• Ensure accurate reporting and data management in coordination with centralized operations team
• Collaborate with other Program Managers supporting the portfolio of programs

Target Compensation

$120,000 - 130,000 + Bonus

Compensation Range

$97,600.00 - $146,400.00 Currency USD Type Salary Any offered salary is determined based on internal equity, internal salary ranges, market data/ranges, applicant’s skills and prior relevant experience, certain degrees and certifications (e.g. JD/technology), for example.
