Job summary

Twilio is building a new, high-visibility function to govern and optimize its telecom carrier and wholesale ecosystem. You will write policies, establish governance, and drive executive operating rhythms from the ground up.

You will own Know Your Supplier policy, rate changes, margin management, and enterprise-wide runbooks while aligning with leadership and external partners to ensure cost, compliance and capacity insights are clear.

Qualifications

• 8+ years in telco supply chain, supplier governance, RevOps, or related fields.
• Experience building automated data pipelines and backend models.
• Experience using SQL and BI visualization to drive decisions.
• Proven ability to craft executive-level risk reporting for C-suite audiences.
• Sponsoring analytics and systems infrastructure for enterprise compliance.
• Leading culture change and stakeholder alignment across teams.

Responsibilities

• Set enterprise policy and risk appetite for KYS governance framework.
• Define policy for telecom supplier rate changes and margin management.
• Create Runbooks, supply policies, and ROEs for cross-functional teams.
• Analyze R&O to uncover trends and opportunities.
• Build dashboards to monitor supplier compliance and risk at scale.
• Lead governance training across stakeholders and partners.
• Own RTB cadence and supplier QBRs with senior leadership input.
