Job summary

Orange County Utilities in Orlando seeks a detail‑oriented Sourcing Coordinator to manage procurement actions for the Utilities Department and coordinate purchases. You will use the County procurement card, prepare requisitions, and handle delivery and receiving tasks with strict adherence to policy.

You will communicate with staff, vendors, and Finance to resolve issues, monitor vendor performance, and ensure timely, compliant purchasing.

Qualifications

  • High school diploma or equivalent and two years of procurement or related experience.
  • Experience with county/municipal purchasing and contract procedures.
  • Experience with procurement cards and accounts payable processes.

Orange County Utilities is seeking a qualified individual to fill the position of a ¿Sourcing Coordinator¿. This position performs responsible work with limited supervision in the procurement of supplies, services, commodities, and equipment for an Orange County Division(s)/Department. Work involves communicating with department staff, vendors and other Orange County divisions including Finance and Procurement on purchasing, receiving, shipping and invoicing problems and processes. Duties are performed under limited supervision of the assigned supervisor and is reviewed for compliance with division objectives and policies for achievement of desired results.

Job Description
Representative Duties and Skills
  • Initiates and processes procurement actions on behalf of the Utilities Department. Processes completed purchasing transactions and invoices for payment in accordance with the accounts payable procedures.
  • Use County Procurement card for purchases under the current limit of $10,000 per transaction. Process all monthly procurement card reports via Bank of America website and submit related documents to Finance within prescribed timeframes.
  • Prepares and processes purchased requisitions, delivery orders and procurement card orders for materials, services, and supplies from the most economical source. Maintains backorder status on purchased items and follows up on all delayed orders.
  • Obtains price quotes for non contract purchases from a variety of sources including Utilities divisions, vendors, websites, and catalogs. Contacts vendors for availability and delivery schedules. Ensures all quotes and paperwork comply with Orange County policies.
  • Organizes and maintains accurate and timely records of all purchasing documentation. Research outstanding, partially paid and unpaid invoices.
  • Performs routine purchasing work according to generally accepted public procurement principles, established procedures, departmental guidelines, and regulatory requirements applicable to the work.
  • Obtains price quotes for non-contract purchases from a variety of sources including vendors, websites and catalogs. Contacts vendors for availability and delivery schedules. Ensures all quotes and paperwork are in compliance with Orange County policies.
  • Develops and assembles procurement documents and coordinates any required reviews to ensure consistency and accountability in County procurements.
  • Processes purchase orders, delivery orders and receiving transactions in Advantage Financial System. Prepares payment packages to be forwarded to Accounts Payable.
  • Reviews, interprets and monitors contract specifications to ensure compliance throughout term of contract. Monitors vendor performance and makes recommendations regarding contract renewals.
  • Investigates any outstanding purchase orders; works closely with requesting divisions/offices and the supplier to reconcile problems pertaining to invoices, delivery of goods, or other procurement processes.
  • Attends meetings with vendors and County personnel as required. Effectively communicates with vendors and Orange County staff regarding purchasing matters.
  • Reviews and monitors expenditures and make suggestions for budget expenditures and transfers.
  • Assists in the development of the specifications for Invitation for Bid process; review sole source and emergency purchases. Prepares changes orders as needed.
  • Performs other related duties as assigned.
Minimum Qualifications

High school diploma or equivalent and two (2) years of experience in procurement, accounts payable, contract administration or a closely related field or an equivalent combination of experience and education.

Preferences
  • Experience with Orange County Government Advantage Financial System (or other similar financial systems), Maintenance Management System (MAXIMO)
  • Experience with Microsoft Outlook, Word and Excel
  • Familiarity with Solid Waste utility materials and operations
  • Knowledge of County or Government purchasing and contract procedures.

Pay Grade: 013 - From $22.16 to $28.80
