Job summary

RCT Systems, Inc. is seeking a lead IT program specialist to direct technical efforts across talent, learning/training compliance, and performance management initiatives. The role requires hands-on AWS/cloud development, modernizing diverse applications, and guiding Tier 1–3 IT support.

Qualifications

• Lead a technical team and communicate directly with the Sponsor.
• Security clearance TS/SCI with Polygraph.
• Hands-on AWS/cloud development and environment management.
• Experience modernizing and maintaining web applications, systems, APIs, databases, and services.
• Ability to recommend solutions that improve UX/UI, delivery speed, quality, modernization, and O&M costs.
• Experience with COTS products, especially ServiceNow.
• Knowledge of the full system accreditation lifecycle.
• Experience managing Tier 1–3 IT support through service-management systems.
• Develop IT documentation such as SOPs, workflows, knowledge bases, deployment checklists, architecture diagrams, security plans, and administrative procedures.
• Manage enterprise software lifecycle activities, including patching, upgrades, and license renewals.
• Experience applying Agile methodology and accessibility standards.

Lead technical efforts supporting an enterprise IT model focused on talent, learning/training compliance, foreign-language development, recruiting, selection, and performance management.

Key Requirements
