Job summary

V2X Inc. seeks an experienced Site Manager to oversee the U.S. Army LOGCAP V Installation Supply Support Activity on Guam. The role requires leadership of contract performance, safety, and service delivery while aligning with ISO, CMMI, and Lean Six Sigma initiatives.

You will manage production standards, direct a workforce, and ensure proper storage and accountability of subsistence items under a Firm Fixed Price contract, with extensive interaction with government partners.

Qualifications

The Site Manager is the most senior V2X representative supporting the U.S. army on Guam under the LOGCAP V Installation Supply Support Activity (ISSA) Task Order (TO). They are responsible for the overall site management, contract and Performance Work Statement (PWS) compliance, and service delivery requirements. This is a working Manager position requiring in-depth knowledge and experience with supply-related functional standards in accordance with (IAW) the Logistics Civil Augmentation Program V (LOGCAP V or LCV) Program Performance Work Statement (PWS) and applicable Technical Exhibit (TE). Implements training requirements and manages Employee performance to include meeting production requirements, promotion, discipline, and/or termination. Assists in development and preparation of operations information including plans, maps, sketches, overlays and other data related to supply organization employment. The Site Manager serves as the central point of contact with the Government for the performance of all work under the contract.

• Under general direction of the Regional Project Director, LOGCAP V INDOPACOM, directly provides Augmentation support to the U.S. Army’s Installation Supply Support Activity (ISSA) Accountable Officer (AO) or ISSA Sr. Leadership in performance of the ISSA’s mission.
• Performs supervisory duties shown in preceding level of skills.
• Conducts inspections and provides technical assistance to storage activities.
• Performs liaison and staff duties in a supply and maintenance activity or in a command and staff logistics activity.
• Analyzes operations statistical data and reports to ascertain functional trends, conformance to standards, and directives and efficiency of operations.
• Reviews materiel receipt and off-line document processing procedures.
• Responsible for the requisition, accountability, and safe storage of subsistence items for division size elements and larger.
• Sets and establishes production standards, directs workforce, mentors personnel, monitors compliance, and recommends operational improvements.
• Assists the LCV Management Team in accomplishing short- and long-term goals for the contract.
• Maintains Employee compliance with safety requirements by communicating and enforcing policies and procedures.
• Ensures compliance with applicable Government and Corporate regulations, policies, and procedures.
• Develops policies and procedures for IAW International Organization for Standardization (ISO), Capability Maturity Model Integration (CMMI), Value-Based Six Sigma (VBSS) and Lean Six Sigma (LSS) Initiatives.
• Resolves Over, Short, and Damaged (OS&D), Report of Deficiency (ROD), inventory discrepancies, and other issues surrounding the receiving of materiel and supplies at designated receiving points.
• Attends meetings relating to expediting and is the primary point of contact (POC) for completing materiel management reviews.
• Manages Overaged Repairable Items List (ORILs), Reconciliations (RECONs), and Demand Analysis.
• Maintains inventory control.
• Performs other duties and assignments as required.

Qualifications

• Minimum Qualifications
  • High School Diploma or equivalent required. One-year related experience may be substituted for one year of education, if degree required.
  • Must be able to obtain and maintain successful NAC-I background investigation to obtain a Common Access Card (CAC).
  • Ability to acquire U.S. Passport within 30 days of hiring.
  • Must have proof of U.S. Citizenship and a Valid State Driver's License and must be eligible for installation access throughout the project geographic scope.
• Experience
  • Minimum five (5) years' of relevant experience in a position of overall management responsibilities for Operations and Maintenance (O&M) projects, Base Operations, or Military Maintenance Operations that includes project administration, contract compliance, and strict budget accountability.
  • Experience in a Firm Fixed Price (FFP) contract environment desired.
  • Previous Military vehicle maintenance experience is desirable.
• Supervisory Responsibilities
  • Supervises Subcontractor Corrosion Service Team (CST) or SSA personnel depending on the mission assigned.

  • Must be computer literate and proficient in MS Office software.
  • Project management skills needed to manage resources, schedules, and costs in a Firm Fixed Price (FFP) environment.
  • Must read, write and speak English.
• Working Conditions:
  • The worker is subject to extreme heat. Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity.
  • The worker is subject to both environmental conditions. Activities occur inside and outside.
• Physical Requirements:
  • Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
