Job summary

The Salvation Army Northern Division Harbor Light Center is seeking a Program Manager of Shelter to oversee day-to-day shelter operations, supervise advocates, and collaborate with leadership on program development. The role ensures a welcoming, person-centered environment with strong data management and compliance practices.

Qualifications include a Bachelor’s degree (or equivalent experience), valid driver’s license, and experience in supervising staff.

Qualifications

• Bachelor’s degree required; combination of experience and education considered in lieu of degree.
• If degree is in social work, must be licensed by state board.
• Previous relevant experience required; may include employment, volunteering, and lived experience.
• Previous program and staff supervision highly preferred.
• Must possess valid driver’s license, meet MVR requirements, and pass background checks.

Responsibilities

• Supervise day-to-day operations of the shelters, including programming and advocates (70%).
• Assist with compliance, fiscal responsibility, and reporting including licensing, regulations, grants, and contracts (10%).
• Collaborate with leadership on program development, implementation, and assessment (10%).
• Engage in internal and external activities to promote The Salvation Army and HLC goals (5%).
• Maintain up-to-date participant information in casefiles and databases (5%).
