New River Systems is seeking a ServiceNow Developer to design, build, test, and maintain ServiceNow applications, modules, and integrations, and to administer ServiceNow instances across the development lifecycle in support of Defense and Intelligence Community customers. Developers work within Agile delivery teams alongside Business Analysts, Business Process Consultants, Test Engineers, and Subject Matter Experts, and follow upgrade-safe, configuration-first practices that minimize technical debt and support long-term platform health.
At Level 3, the Developer researches and evaluates new concepts, analyzes cross-functional problems, and leads multiple tasks, projects, or teams. The Level 3 Developer is the recognized technical authority on the team, defines development standards, and directs work to completion while mentoring junior staff.
What We’re Looking For
- Leads resolution of complex, cross-functional platform issues (e.g., cross-module data integrity, integration failures affecting large user populations)
- Designs and delivers integrations (REST/SOAP, Integration Hub, MID Server) and complex Flow Designer automation
- Defines and enforces development standards, code review, and upgrade-safe practices for the team
- Recognized technical authority on the team; participates in solution design reviews
- Proven knowledge transfer — mentors Developers, authors internal guidance, leads technical brown bags
Career Pathway
- Next step: ServiceNow Developer Level 4 (enterprise standards and governance), or transition to SME Level 2-3 (advising on 2+ implementations; recognized platform expert)
- Longer term: Architect Level 2-3 via CTA, AWS Solutions Architect, and TOGAF (see L&D Plan §11.1)
- May serve as Scrum Master (secondary home for Developer L3+)
- Mentoring: peer mentoring with senior technical leadership; shadow SMEs and architecture reviews
Job Duties:
- Has professional experience supporting ServiceNow configuration and development, requirements analysis, process execution and evaluation, and integration with other applications
- Interacts with customers and development team to gather and define requirements
- Analyzes and studies customer requirements to determine the most effective use of ServiceNow to satisfy their needs
- Designs, creates, tests, and maintains ServiceNow suites and modules to satisfy customer requirements
- Follows a formal design process using formal specifications, data flow diagrams, and other accepted design techniques; adheres to laws, standards, and established guidelines for development and delivery of ServiceNow capabilities
- Develops software using common commercially accepted programming languages (HTML/CSS, JavaScript, etc.) and data models (XML, JSON, CSV, etc.) as required
- Has administered ServiceNow instances including user creation, interfaces to AD, group creation and maintenance, group permissions, access control lists, global platform settings, notifications, and resource usage
- Configures ServiceNow to provide visually pleasing, content-rich, user-friendly interfaces with intuitive navigation
- Assists with developing and maintaining technical documentation to support maintenance and upgrades
- Provides software process management and configuration management throughout the ServiceNow development lifecycle
- Performs custom development and 3rd-party integrations as required
- May provide day-to-day management of the technical team to develop, test, maintain, and support effective and efficient ServiceNow configurations
- Analyzes and troubleshoots complex software problems and provides solutions
- Works independently on more complex projects

Required Qualifications:
- Has experience using and integrating solutions with large-scale relational databases
- Understands and is knowledgeable in system development lifecycle methodologies
- Integrates new applications with the existing ServiceNow baseline to improve the functionality or design of the system
- Has implemented at least three ServiceNow modules and has a minimum of three years of experience with ServiceNow (contract floor)

- ServiceNow Certified Implementation Specialist (CIS) - ITSM, HRSD, ITAM, SecOps, or CSM (one or more)
- ITIL 4 Foundation
Desired Certifications
- Additional CIS certifications (2+ total)
- Certified ScrumMaster (CSM) or Professional Scrum Master I (PSM I)
- DoD 8570/8140 IAT Level II as required by task order
Salary Range: $150-170,000. The final offered salary will be based on several factors, including but not limited to the candidate’s depth of experience, skill set, qualifications, and internal pay equity. Hiring at the top end of the range would not be typical, to allow for future meaningful salary growth in this position
