We are seeking an experienced ServiceNow Human Resource Service Delivery (HRSD) Developer to support enterprise-scale ServiceNow implementations within the Intelligence Community and Federal Government sectors. This position supports mission-critical HR transformation initiatives across classified and unclassified environments while delivering scalable, secure, and maintainable HRSD solutions.
The ideal candidate possesses deep expertise in ServiceNow HRSD architecture and development, strong knowledge of the Now Platform, and experience operating within federal governance and security requirements. This role requires commitment to an Out-of-the-Box (OOB) development philosophy, minimizing technical debt while maximizing platform sustainability, upgradeability, and long-term operational success.
What We’re Looking For
- A self-motivated ServiceNow developer with extensive HRSD implementation experience.
- Strong understanding of HR Case Management, Lifecycle Events, Employee Center Pro, and employee experience solutions.
- Proven ability to design scalable solutions while adhering to OOB platform principles.
- Experience integrating ServiceNow with enterprise HR systems such as Workday, SAP, Oracle Cloud HCM, and identity services.
- Ability to work effectively with government stakeholders and within cleared environments.
- Strong analytical, troubleshooting, and communication skills.
- Experience supporting Agile development methodologies and governance processes.
- Interest in leveraging modern ServiceNow capabilities, including Now Assist and AI-enabled platform features.
Key Responsibilities
HRSD Design & Development
- Design, develop, and configure ServiceNow HRSD solutions utilizing an OOB-first approach.
- Implement and enhance HR Case Management, HR Lifecycle Events, Employee Center/Employee Center Pro, HR Taxonomy, Centers of Excellence, and HR Integrations.
- Develop HR lifecycle activity sets, approval workflows, and process automations using Flow Designer and Workflow Engine.
- Configure HR Profiles, HR Criteria, knowledge content, and HR data privacy controls.
- Enhance employee-facing experiences across Employee Center and mobile platforms.
Platform Development
- Develop and maintain custom Service Portal widgets and scoped applications. Create and maintain Business Rules, Script Includes, Client Scripts, UI Policies, UI Actions, and Scheduled Jobs.
- Build REST and SOAP integrations with external HR and enterprise systems.
- Utilize IntegrationHub, MID Servers, Flow Designer, and platform automation capabilities.
- Support secure cross-domain integration patterns where required.
Quality, Governance & Delivery
- Conduct unit, integration, regression, and user acceptance testing.
- Develop and maintain technical documentation, solution designs, update sets, and configuration guides.
- Participate in Agile ceremonies including sprint planning, backlog refinement, and retrospectives.
- Support platform upgrades, patching activities, and impact analysis.
- Deliver training, knowledge transfer sessions, and knowledge base content to end users and administrators.
Required Experience
To be successful in this role, you’ll need a combination of ServiceNow platform expertise, HRSD implementation experience, and experience supporting Federal, DoD, or Intelligence Community customers. Success is measured by your ability to deliver secure, scalable, and maintainable HRSD solutions while supporting mission objectives and maintaining platform integrity.
- 4–7 years of ServiceNow platform development and administration experience.

Salary Range: $175+. The final offered salary will be based on several factors, including but not limited to the candidate’s depth of experience, skill set, qualifications, and internal pay equity. Hiring at the top end of the range would not be typical, to allow for future meaningful salary growth in this position
